In turmoil Europe of the 1930ies Sweden stands in the periphery, but every day refugees from the Third Reich put their lives in the hands of the bureaucracy of the Swedish Migration Board.
We get to follow six characters, three German refugees and three employees of the Immigration Board, through the last years before the war and during the first war years. Three very different love affairs develop, but the exile and the uncertainty slowly brings the refugees to the brink of breakdown, but also the ones representing the authority. At the end, each and every one has to take responsibility for their actions and life.
